The metaphor is extremely flawed. "Rat paw" implies the new cook is intentionally cooking something universally unpalatable and people are merely claiming to like it.
A better metaphor would be that the local restaurant under its previous management threw out the old-old menu, replacing it with pretentious options and bland flavors no one actually liked but which sounded good on paper. The new cook and management are throwing out the "new" menu and going back to the old one. And "half of your friends" think this is terrible, because they like pretentious bland food, while the other half like the old-old (and once again, current) style.
The cook didn't revert to the old menu as a "fuck you" to the previous management. He did it because he liked the old menu, as did a majority of patrons.
As far as the x link, I tend to agree. The willingness to shake things up is more important to the administration than any specific knowledge of the agency in question.
